 The rates were calculated using the Rost function
 for the ionization section, with the peak cross section 
 values given from RMPS calculations for the 1s2 2s2 -> 1s2 2s
 transition, and by the TDCC calculation for the ionization
 from the 1s2 2s2p ^3P term (both 2s and 2p ionization).
