  Dipole & non-dipole transitions from the 1(1)S follow
     (i)   preferred curves from comparative graphs up to the n=4 shell
           strongly influenced by experiments of
           Westerfeld  (1979) J. Phys. B. 12,115
           Van Zyl et al.(1980) Phys. Rev. A22, 1916
           Heddle & Gallagher (1989) Rev.Mod.Phys. 61, 221,
           Born limits and to a lesser extent by
           Fujimoto (1978) IPPJ-AM-9
           and at low temperature
           unpublished 29 state R-matrix calculations of Berrington et
           al. (1990)

  Dipole & non-dipole transitions from the 2(1)S & 2(3)S states follow
     (i)   Fujimoto (1978) IPPJ-AM-8. Non-dipole Born limits from
           Flannery, Morrision & Richmond (1975) J.Appl.Phys. 46, 1186

  Dipole transitions within the n=3,4 shells
     (i)   Impact parameter approximation


  Spin change data follow
     (i)   Kato (1989) At. Data & Nucl. Data Tables 42,313  for
           transitions 1(1)S - 2(3)S and 1(1)S - 2(3)P
     (ii)  Berrington et al. (1985) J. Phys. B. 18, 4147 for
           transitions 2(3)S - 2(1)S,  2(3)S - 2(1)P,
           2(1)S - 2(3)P & 2(3)P - 2(1)P at low temperature and
           follows a similar decay to high temperature as the Kato data
     (iii) For 1(1)S - 3(3)L , the data of Berrington et al.
           is used for low temperature and then the shape of the
           Kato curves above 5eV scaled to match Berrington at 5eV.
     (iv)  For 1(1)S - 4(3)L , 1/n**3 scaling is used from the n=3
           data.

  Update:

  Attention has been drawn to errors in some A-values in the dataset by
  Mathias Brix.   The corrections are as follow:
              15-14 trans.  A-value  4.15E-05 -> 4.15E+03
              17-15 trans.  A-value  8.15E-10 -> 8.15E-02
              19-13 trans.  A-value  5.79E-04 -> 5.79E+04
              19-16 trans.  A-value  5.70E-07 -> 5.70E+01
              18-16 trans.  A-value  3.63E-10 -> 3.63E-02
  The errors occurred in transcription from the Wiess, Smith, Glennon
  tables by Summers.  These very small A-values have no impact on 
  neutral helium population calculations.  The following change has
                9- 4 trans.  A-value  7.08E+07 -> 7.06E+07
  has also been made matching the NIST-DAS tabulation.
